This is definitely a new one on me.  Given that no one else has ever
reported this bug before, and pretty much everyone out there has setups
similar to your (ipv4-only, no ipv6 configured), I'd be curious to know
what's special/different about your setup.

Is there any information you can give us about the oddity of your
configuration that could shed some light on your very unique issue?

After a default apache2 installation, what does "lsof -i TCP | grep
apache" show you?
