Bug#283006: 'default' site is not always default

When doing named virtual hosts, no logic is in place to make the 'default' site the default for unknown named hosts. Apache defines the default site to be the first virtualhost defined, independent of ServerName and the like.

Having 'default' declared independently of the sites-enabled mechanism and included first would solve this problem. For now, my workaround is to prefix my sites with 'www.' always, which causes default to be first in inclusion order. Another workaround would be to not link default to sites-enabled, instead including it directly from sites-available.
