Imho this is at least severity: normal, as apache2 cannot handle dpkg
conffile handling:

downhill:~# echo invalid > /etc/apache2/conf.d/ffoo.dpkg-dist
downhill:~# invoke-rc.d apache2 stop ; invoke-rc.d apache2 start
Stopping web server: Apache2.
Starting web server: Apache2Syntax error on line 1 of /etc/apache2/conf.d/ffoo.dpkg-dist:
Invalid command 'invalid', perhaps mis-spelled or defined by a module not included in the server configuration
invoke-rc.d: initscript apache2, action "start" failed.
