Bug#272982: apache2-common: httpd is not restarted after change in vhost 'default'

The upgrade mentioned changes in default.conf, which I allowed it to
make. However, only after a (cronned) restart of Apache somewhere during
the night, it turned out that the changes prompted Apache to show the
default (welcome, Apache works) page for *every* vhost on the machine.
Ouch.
Of course, I should've checked more closely, but still... If Apache had
been restarted after the change, I would've know right away. Besides,
changes in the .conf files require a restart anyway.
