Where? (I'm reporting this as someone trying to package a new module,
after all, not an end user.) I didn't find anything that matched the
relevant keywords in /usr/share/doc/apache-common or
/usr/share/doc/apache-dev, in particular, README.modules,
README.Debian, and README.mod_* don't provide any guidance, nor does
the modules-config(8) man page. I'm not on any of the mailing lists,
but I shouldn't need to be - the package documentation should be
self-consistent (or at least have hyperlinks to mail archives of the
actual documentation, but that's not really good enough.)

I figured that out, yes, and this is itself a bug (or at least a
wishlist feature-request, at worst a wishlist+wontfix if you have some
good reason not to fix it) and is *also* a documentation bug (if it
turns out to be documented, tell me where and I will be satisfied, but
I am as-yet unconvinced.)
