As far as I can tell, nothing actually went wrong, and the script
shouldn't have failed with an error.
As this is being installed on a chroot, I don't want apache2 to
automatically start on installation (it would conflict with apache
already running). Hence I haven't bothered to try and work out why it
thinks it is in a shutdown (my guess it is because /etc/runlevel.conf is
missing).
