apacheconfig should correct the location of the BrowserMatch directive 
in httpd.conf. In pre 1.3 httpd.conf it was located before modules
where loaded. Now mod_setenvif is required for this. So the directive should
be moved below the LoadModule and AddModule lines.

I'm closing this bug for a number of reasons ...

 - It relates to the apache 1.2 to 1.3 transition
 - It was marked wontfix
 - Apacheconfig no longer exists and doing what this bug suggests is
   completely outside the scope of modules-config.
