Bug#215149: apache: stop mangling httpd.conf

Justification: renders package unusable

you see the apache/server-port: entry down there for the debconf
entries?  it takes a 'BrowserMatch' i have configured, and inserts that
for the Port: entry, mangles my BrowserMatch: entry, and fails to
configure properly, and of course fails to start... FFS
