Bug#214826: apache: can't install if /var/www is missing

Package: apache
Version: 1.3.28-1

apache can't install on a clean machine if /var/www is missing. The
error is:
Setting up apache (1.3.28-1) ...
cp: cannot create regular file `/var/www/index.html': No such file or
directory
dpkg: error processing apache (--configure):
 subprocess post-installation script returned error exit status 1
Errors were encountered while processing:
 apache

(If I create this dir by hand, everthing works.)
