Bug#213815: apache: wrong path in mod_bandwidth

Severity: important

mod_bandwidth is configure to store its data files in
/var/lib/apache/mod-bandwidth while the package creates the directory
/var/lib/apache/mod_bandwidth .

The post-install script should, IMHO, also create the required 
subdirectories (link and master) with appropriate ownership (www-data).
