I'm inclined to regard this as a bug in logrotate, as foo.dpkg-{dist,old}
files are part of the Debian way of doing things. These files will be
ignored by 'Debian enlightened' things such as run-parts.
However rather than just reassign the bug to logrotate I'll wait for
some other people to submit opinions. =)
