Bug#196945: apache-ssl hangs on apache-sslctl [restart|graceful]

when using apache-sslctl for graceful or restart, apache hangs. The
ctl-program seems to work fine, ie:
vikfjell:/etc/apache-ssl# apache-sslctl graceful
/usr/sbin/apache-sslctl graceful: httpsd gracefully restarted
vikfjell:/etc/apache-ssl#
But know all apache-ssl processes are defunct. The error log reports:
[Tue Jun 10 22:12:16 2003] [notice] SIGUSR1 received. Doing graceful
restart.
Mucking about with different services and vhost commented out didn't
solve the problem, but suggests that the problem is in fact ssl-related,
because it is possible to get only the gcache to be defunct, ie:
