httpd.conf that uses mod_proxy fails at startup with the above
error.  Reverting apache-common to 1.3.24-2.1 (with no other
changes) solves the problem.

Im closing these bugs since the problem has been solved since a while and
mod_proxy is working fine. Unfortunatly we are missing the record in which
version of apache this issue was solved.
