ScriptAlises not working

Hello,

I'm having a real problem getting ScriptAliases to work... I'm running
Apache/1.3.26 (Unix) Debian GNU/Linux, but if you visit:

  http://broadband.mongeese.co.uk/cgi-bin

...it says it can't be found... but from httpd.conf:

  ScriptAlias /cgi-bin/ /usr/lib/cgi-bin/

  <Directory /usr/lib/cgi-bin/>
      AllowOverride None
      Options ExecCGI
      Order allow,deny
      Allow from all
  </Directory>

...and from my system:

  turnip:~# ls -l /usr/lib | grep cgi-bin
  drwxr-xr-x    2 root     root         4096 Jan 26 02:03 cgi-bin
  turnip:~#

...so what's the problem?? I'm completely stuck.

I hope someone can offer some assistance!
