I don't know exactly how it work with tomcat debian package (I'm using
tomcat binary distribution), but I also had a problem with charsets when I
upgraded from potato to woody
try to add this env CATALINA_OPTS="-Dfile.encoding=iso8859-1"
before starting tomcat
