Apache 1.3.26 and Tomcat 3.3 Problems generating Webpages in ISO 8859 1

Hi!

Switching my Distribution from SuSE to Debian Woody I am experiancing the
following Problem:
All the Pages generates from .jsp-files ment to be ISO-8859-1 - encodet in
fact are encodet UTF-8.
The 'locale' setings of the Systems are forced ISO editing the
DecodeInterceptor-Tag in server.xml had no effect either.
Tis Packages are installed ( plus the depending ones )

apache-common  1.3.26-0woody1
tomcat         3.3a-4
