Bug#155096: apache2-common: DAVLockDB

DAVLockDB in dav.conf needs to be changed to reflect the actual
filesystem (apache2 instead of apache). Then www-data needs write
permissions to the directory to write DAVLock.dir and DAVLock.pag. Then
of course www-data needs filesystem write permission to any DAV enabled 
directory.
