Problem with start-stop-daemon

Start-stop-daemon is too clever for its own good. That's because of the way
--exec works - it will never work across upgrades because the binary inode
number has changed.

So now that we use that, at apache-perl upgrade I see apache-perl fail to stop
and then fail to restart. Should --exec be removed from stop), or should I
change to using restart?
