You either don't have the fglrx module loaded for the kernel, or you
don't have it compiled for your kernel.

That fglrx X driver requires the fglrx module to be present.

You can try doing:
m-a a-i -t fglrx

That should build and install the module for the current kernel.

To load it:

modprobe fglrx (to make it load at boot, add fglrx to /etc/modules).
