So what is it? An APC UPS, or some kind of Chinese brand?

That's only the USB host controller.

I'm not sure what kind of device a USB UPS should use.

I doubt apcupsd drives anything other than APC UPSes. APC UPSes are
nice in that they are "smart": they have a interface that tells more
than "the power is down".

If you have a non-APC UPS, use nut instead.
