AMD64 nvidia kernels in only some distributions

I searched for nvidia-kernel-source and discovered
  1.0.7174-3: amd64 for stable
  1.0.7174-3: amd64 for unstable

Is there any reason I should fear why the same package is not in 
testing?  Or is it just a mistake or inertia resulting from Debian 
slow-migration policies?
