Ide_scsi is loaded, and refuses to unload.

# rmmod ide_scsi
ERROR: Removing 'ide_scsi': Device or resource busy

It is unclear why it is busy:

# lsmod|grep ide_scsi
ide_scsi               18116  0

ide_scsi is not listed in /etc/modules.

Would this mess perhaps have something to do with udev/hotplug?
Dpkg says:
