No the system time is running too fast.  There cpu speed is normal.

Basically something is wrong with the timer interrupt handling (it gets
received from multiple places at once or something, and each timer tick
is counted as a specific amount of time has passed.  If you get twice as
many as expected your time will appear to run twice as fast.)

As I said, it is the system time not the cpu speed that is wrong.
