For dialin ntp clients can add an /etc/ppp/ip-up.d/... script to
synchronise the time whenever you dial in. ntpd and chrony have
scripts for that by default.
Without I-Net just look outside the window every once in a while and
run 'date -s "12:00:00"' when the sun it at its peak.
