No, Debian's X server package (xserver-xorg) doesn't depend on the fonts
either, because they could be supplied by a font server on the network
instead of local files.

Given that it seemed to hard-lock your machine I think the problem is
more serious than missing fonts. Possibly due to missing bind mounts;
you certainly want /proc, /sys, and probably shared /tmp mounted in the
chroot.
