By the way, what should my $DISPLAY be? :0.0? How does it use the main display when in a dchroot?

It CAN be done (in your case it seems you didn't use the -d flag on dchroot), but WINE FREQUENTLY regresses in terms of whether it can or can't install MSIE. a good bet is using the Sidenet Wineconfig scripts, which may or may not work for you, depending on wine version, day of week, phases of moon, etc.
