Yes and no.

You can (which should be default) write metadata at the end of the
raid devices that allow the kernel to autodetect the raid on boot. But
that only works if raid support is compiled in in the kernel. When
raid is a module (and it is for Debian) the raid has to be setup
manualy and then the /etc/raidtab might be used.

You can circumvent the raid from being recreated by starting it
manually on the second console (if Debian doesn't detect it anyway)
but you can hardly share /, /var and /usr between SuSe and Debian.
