The status page referenced elsewhere in this thread outlines the capabilities of the hardware. The promise controller supports TCQ, where as the VIA does not. In kernel support is, however, not ready yet, but is in the pileline as I understand it.

I would advice to configure the system to use the promise controller if possible, as the Linux-kernel _will_ support TCQ in the future, and at that point the VIA controller will lack behind, and a hardware reconfiguration would be nessesary to take advantage of the TCQ if initially configured using the VIA controller.
