No, this is a desirable feature of a multiarch system. If you want to run both 
32 and 64 bit programs then you need both versions of the lib installed. This 
is unavoidable.

Note that in practice you would only actually install both the 64 and 32 bit 
versions of the lib is you had both 32 and 64 bit programs which require that 
lib.

Doing apt-get install <program which requires libfoo> would only install the 
required version of libfoo, not both.
