So then we would need to install both 32 and 64 bit binaries for each
package at the same time, cause otherwise it would be hard to resolve
questions about to whom /var/lib/bla belongs... and we need to make sure
that they would be able to hapily share data present in them...

but why you just wouldn't want to create clean 64bit distro by slowly
expanding the share of 64 bit packages (with no 32 binaries)...?
