Actually it's not entirely different on alpha, especially debian/alpha,
its almost exactly  the same as debian/x86.  Are you sure you have kppp
installed?  clicking the dialup option may have only installed the
console tools.  Try installing kppp.  As for wvdial not working as a
regular user.  That's a permissions problem i'm 98% sure.  You're going
to have to make sure that the user is in the dialout group, make sure he
can run the pppd, chat, etc etc.  

The box will try to find a route to whereever using whatever means it
can.  Which is why you see lights going on on the router.  It cant
access the ppp0 connection so it tries different interfaces.  

Do you have konqueror installed?  If i remember correctly thats what KDE
uses as a file manager, so if its not installed nothing will show up.
Try intsalling it to see if that helps.

Unlike other distros, debian wont install everything and the kitchen
sink for you.
