That sounds like a good idea.The way this is generally done in Debian is by filing a bug report against the virtual package www.debian.org describing the proposed change. (Or is there a separate virtual package for the BTS?)
Would you be willing to put together a proposed change to the wording on that page, which would have cleared up the problem for you had you read it, and then file such a bug with your proposal? (I think normal severity would be appropriate here.)
