Yes, both are EV45 CPUs; likely the one from the CABRIO is rated at
275MHz.
But I don't know if:
1. if the docs for how to change CPU speed are available
2. it's even possible to (easily) change CPU speed
3. if cooling would be adequate for a hotter CPU
