Dual Pro AlphaServer 2000 4/200

I managed to get another CPU card for my AlphaServer 2000 4/200, when I
try and use 2.4.18-smp I get:

SMP starting up secondaries.
SMP: Processor 1 is stuck.
SMP: Only one lonely procesor alive.
Waiting on wait_init (map = 0x0)
All processors have done init_idle

and then it appears to lock.

If I use the non-SMP kernel package it boots fine, and if I use the
2.2.20-smp kernel it boots fine and I have both CPU's running. (although
one claims to be running at 8.38 bogomips)

Anyone have any ideas?
