emacs bug? (file changed on disk?)

I have just finished to install debian 2.2r0a to a new
AlphaServer DS10.

I got the following unexpected emacs behavior.  Every time I
open and try to modify a file emacs warns

  file changed on disk; rally edit the buffer?

It seems to be a problem related on mtime of the file.
Does anybody experienced the same problem?
Any suggestion?
