No rdev in util-linux?

I compared the contents of util-linux 2.10f-3 packages on i386 and
alpha.  They differ in the fact, that rdev, swapdev, ramsize, vidmode,
and rootflags are missing in the alpha package.

Now my questions:
- Why are these binaries missing in the alpha package?
- How can I set the root device to avoid the "root=/dev/sda3"
  parameter on every MILO run?
