Bad Alpha root floppy.

It is most likely not the definitive rott1440.bin which was generated on
March 7 with md5sum:
 96555f0ec31c6d98e59d5bf393168b54 root1440.bin

A buggy root1440.bin was present before with the symptoms you
described, the new one has been put in the same directory to avoid
recreating a new 100Mb directory that would be downloaded by the
mirrors. What mirroring tools is your mirror using?

dinstall  has been renamed to dbootstrap some time ago that's why it
is not there.
