  Not so long ago this came up on axp-list as well. They suggested:

   ftp.eni.co.jp:/.2/Linux-Alpha-JP/Mozilla/mozilla-pretty-stable.tar.gz

  It works for me... (only DNS is somewhat unstable from time to time).
