Tcl 8.0 bad compile for Alpha

Hello,

Please be aware that when you compile tcl8.0 for Alpha, that you absolutely
MUST not use any -O2 or -O3 or greater value.  If you do, you mess up the Tcl
networking due to a bug in our compiler.  For those of you running automated
builds, please don't compile Tcl8.0 with it unless you are running something
that deals with this problem.

I'm now doing a binary-only NMU to fix the current one.
