Why does chase fail?

I was browsing the build fail logs at complete.org and ran into another
mystery.  Could someone check this out please?

The package is chase, which build-depends on libgc4-dev.  The build daemon
installs the build dependencies, my hand-coded build-dependency test is
passed, yet my configure bombs out as it can't find -lgc!  And again,
it builds fine on i386.
