in that case, we can't use the files in the main package anyway. If they
can't be rebuilt (resp. retrained) from source, they would need to go
into the non-free section.
To me, [14] doesn't suggest that there is some sort of secret sauce to
these files. The only claim is that they reduce startup latency, for the
first invocation.
