How to check for resizable BAR or HSA_AMD_P2P?

Hi folks,

Does anyone know how to programmatically check if:

1. Large BAR is enabled?
2. The kernel was built with HSA_AMD_P2P?

These are requirements for using RCCL. I'd like to check that they're 
satisfied before attempting to run the RCCL tests on a CI worker. The 
tests will hang until timeout if those requirements are not met.
