Sorry, that was imprecise.

The builds don't test anything, the tests are skipped at build time for
lack of a /dev/kfd device.

However, the tests can still be built. We do that, and ship them as
-tests packages, so that they can be run on platforms with the necessary
support. That can be an end user's machine, or that can be the ROCm
Team's custom CI infra.
