This architecture never worked and it was added by mistake. Is there a way to get an exception to allow the migration?
You can file an RM bug ("reportbug ftp.debian.org") and have the FTP
team remove the s390x binaries from unstable. See
https://bugs.debian.org/1039995 for an example I filed recently.
Once the old binaries are removed, the failed build is no longer
considered missing.
