rocm-hipamd migration blocked

Hi,

It appears that the migration to testing for rocm-hipamd is blocked with 
the message, "Issues preventing migration: missing build on s390x". With 
the removal of the package tests and the reversion to arch:any in 
5.2.3-7, the library managed to build for s390x. However, it doesn't 
actually work on that architecture, since it lacks the kfd driver.

This architecture never worked and it was added by mistake. Is there a 
way to get an exception to allow the migration?
