Simply two problems to investigate:

(1) https://github.com/pytorch/pytorch/tree/master/third_party 
    is the "neon2sse" dependency necessary for us?

(2) https://buildd.debian.org/status/package.php?p=onednn
    intel says onednn has some experimental support for arm64, but the
	build system still picks x86 intrinsics while building on arm64.
	should we try to fix it or directly drop it from the arm64 build?

	FYI: pytorch depends on ideep; ideep depends on onednn. ideep/onednn
	is optional for the pytorch build.

I'm personally not interested in arm* hardware. So anybody that cares
about the arm64 build are not recommended to fully rely on me.
