Bruce Perens was the first one to suggest CORBA on this list (a LONG time
ago). He was going to port it to Gtk. I don't know how far he got.

We think of different things here, you are concerned about pre
installation configuration (or during/shortly after), I am thinking more
about post-installation configuration.
libdpkg is prolly a good start. A rewrite of dpkg more modular and using apt
etc would be another approach.
