config changes: COAS vs. Linuxconf

I am sorry to come up with this topic again, but I have a specific question: When a configuration of a software package is changed, the software has to be informed about it (restart a daemon or whatever). I know that Linuxconf takes care of this (it is the reason why I am using it personally), but how about COAS ? I tried to find something on the www.coas.org and developer.coas.org, but those sites do not provide enough information ! I think one main reason why COAS does not get attention is the lack of information about it. I looked closely (as close as the website info allowed me to) at the design of COAS and I like it.
Can COAS activate the changes ??? I was unable to find an answer to this simple question. Has somebody looked at the source code ?
What are the main differences between COAS and Linuxconf ? The advantages / disadvantages of them ?
 
I am asking this question because I am working on a Debian-based Linux-distribution named Gibraltar. This distribution has the goal of being a secure and flexible firewall system only using standard components. Now the base is working (it is reliable and secure), but it is NOT user-friendly. Therfore I will start to write a configuration tool for the firewall rules soon. I will definitely use a configuration system like Linuxconf. Therefore I have to decide between a COAS and a Linuxconf module (are there any other system like those ?). What do you recommend ?
