I have been using and developing Debian for nearly two years now,
and I believe that at this point in time, the best way to get things
like this done is now to subscribe to the policy lists. I have not
done this in the past, and I believe that this is the best place to
raise such issues. Things like i18n and admintools reach deep into
the core of the distribution - if you want to define that
"core" in one simple object, that object is the set of policies,
which is what is debated on debian-policy.

IMHO, the policy list has not been advertised enough - that's why I
haven't been on it.
