Because AdaCore have repeatedly said that everything on the
libre.adacore.com site, including the contents of the Subversion
repository, is pure GPL without the exception.  They keep the "special
exception" text in the source files in the repository for the benefit of
their paying customers but remove it from the GPL Edition.  Debian has
to do the same to remove the potential for confusion.
